CONFERENCE ON “BREXIT AND ITS EFFECTS ON TURKEY – EU RELATIONS

The conference entitled “Brexit and its Effects on Turkey – EU Relations” was organised by Jean Monnet Chair in European Social Policy carried out by the Department of European Union at Graduate School of Social Sciences – Dokuz Eylul University in the framework of the Erasmus+ Program of the European Commission, in collaboration with Delegation of European Union to Turkey on December 23, 2016 at Dokuz Eylul University European Documentation Centre. The opening speech was given by Prof. Dr. Zeki Erdut, Jean Monnet Chair and Head of Department of the EU. Following the opening speech of Prof. Dr. Erdut, Prof. Dr. İpek Deveci Kocakoç – Vice Director of the Graduate School of Social Sciences – welcomed the participants on behalf of the Graduate School and emphasized the importance of the conference on Brexit which is a heated debate on international agenda.

The first presentation of the conference was given by Assoc. Prof. Dr. Kerem Batır, Faculty Member of Department of International Relations at İzmir Kâtip Çelebi University and Head of the European Union Research and Application Center. Assoc. Prof. Dr. Batır, in his presentation entitled “Legal Dimension of the UK’s Withdrawal from the EU”, discussed Brexit within the context of international law, EU law and the UK law systems. Assoc. Prof. Dr. Batır by mentioning the dual system of English law’s being a determining factor in this process, emphasized the difficulty of direct implementation of the June 2016 referenda results and the need for the Parliament’s approval. By reminding the fact that the UK has not yet officially applied to withdraw from the Union, Assoc. Prof. Dr. Batır stated that Scotland’s and Northern Ireland’s oppositions to the withdrawal decision increases the uncertainty of the process. Also evaluating the possible effects of Brexit on the Turkey-EU relations, Assoc. Prof. Dr. Batır pointed out that the different effects based on Turkey’s expectations from candidacy and eventual EU membership. Predicating that the relations will be affected especially with regard to visa requirements, Assoc. Prof. Dr. Batır underlined that in line with the Ankara Agreement between Turkey and the EU and the Association Council decisions, ease of travelling and residence in the UK as an EU member will become difficult after withdrawal. Assoc. Prof. Dr. Batır emphasized that this situation will influence Turkish citizens’ entry to the British labour market and residence rights.

Following Assoc. Prof. Dr. Batır’s presentation, Assist. Prof. Dr. Sinem Kocamaz, Faculty Member of Department of International Relations at Ege University evaluated the political dimension of Brexit in her presentation entitled “Brexit Process”. Assist. Prof. Dr. Kocamaz by adressing that the right wing political parties and protectionist discourses which are in rise since the 1960s are influential in the Brexit decision, stated that the increase in xenophobia and decrease in welfare performance remain at the forefront of the UK’s agenda and there is also a global reaction. Assist. Prof. Dr. Kocamaz stated that the existing political and economic alliance between the UK and the USA is also effective on this decision, current administrations of the two countries have a similar attitude on the international agenda and the EU policies do not comply with this situation. Also mentioning the possible effects of Brexit on the Common Foreign and Security Policy, Assist. Prof. Dr. Kocamaz emphasized that the UK’s withdrawal from the Union does not mean severing all ties with Europe. Assist. Prof. Dr. Kocamaz especially with regard to military alliances, predicated that there will not be a radical change in the UK’s foreign policy and the UK will carry out bilateral relations with countries such as France and Russia and its policy regarding conflicts under the framework of the NATO membership and bilateral agreements. Assist. Prof. Dr. Kocamaz reminded that the contrary situation would cause trouble for the NATO’s intervention capacity which would be an unwanted effect for the European countries.

Following the conference presentations, the Question-Answer session was held. At the end of the conference, Prof. Dr. Erdut expressed his thanks and presented certificates of appreciation to Assoc. Prof. Dr. Batır and Assit. Prof. Dr. Kocamaz.

CONFERENCE ON EUROPEAN UNION IN THE ERA OF MIGRATION AND REFUGEE CRISES

The Jean Monnet Chair in European Social Policy, carried out by the Department of European Union at Graduate School of Social Sciences within the framework of the Erasmus+ Program of the European Commission, organized the conference, entitled “European Union in the Era of Migration and Refugee Crises” on May 9, 2017.

The conference was held at Dokuz Eylul University Conference Hall at Graduate School of Social Sciences with the attendance of Assist. Prof. Dr. Maciej CESARZ from University of Wrocław Department of European Studies. The conference began with the opening speech delivered by Prof. Dr. M. Banu DURUKAN SALI, Director of the Graduate School.

In his speech, Dr. CESARZ detailed the Migration and Refugee Crises since 2015 in line with the division among member states and possible outcomes for the Schengen Area. He then explained three possible scenarios for the future of EU, including the opportunities and the threats. He underlined the free movement of persons as one of the greatest achievements of the EU integration which is re-debated due to the crises. Dr. CESARZ pointed out that Turkey is an inalienable partner for the EU due to its geographical location.

The conference continued with the interactive session in which Dr. CESARZ answered the questions of the participants. At the end of the conference in which English-Turkish translation was made, Assist. Prof. Dr. İlkay TAŞ GÜRSOY, Vice Director of the Department, presented a document of appreciation to Dr. CESARZ.

CONFERENCE ON VISA POLICY AS A TOOL OF THE EU BORDER CONTROL

The Jean Monnet Chair in European Social Policy, carried out by the Department of European Union at Graduate School of Social Sciences within the framework of the Erasmus+ Program of the European Commission, organized the conference, entitled “Visa Policy as a Tool of the EU Border Control” on May 8, 2017.

The conference was held at Dokuz Eylul University European Documentation Centre with the attendance of Assist. Prof. Dr. Maciej CESARZ from University of Wrocław Department of European Studies. The conference began with the opening speech delivered by Prof. Dr. Zeki ERDUT, Jean Monnet Chair and Head of Department of the EU.

At the beginning of his speech, Dr. CESARZ briefly introduced the Schengen Area and EU’s Visa Policy from historical and legalist approaches. He underlined the free movement of persons as one of the greatest achievements of the EU integration. Following this introduction, he detailed the technical and bureaucratic dimensions of EU visa policy including the advantageous and disadvantages of extraterritorial control mechanisms.

Dr. CESARZ also went into the details of EU’s visa policy towards Turkey along with the readmission agreement signed in 2013 with the promise of visa-free movement for Turkish citizens. He finalised his speech that Turkey-EU relations in general and visa liberalisation process will be determined by Turkey’s progress in fulfilling the requirements demanded by the EU.

The conference continued with the interactive session in which Dr. CESARZ answered the questions of the participants. At the end of the conference in which English-Turkish translation was made, Prof. Dr. ERDUT presented a document of appreciation to Dr. CESARZ.

MEDITERRANEAN EUROPE METAL UNIONS CONFERENCE

 The “Mediterranean Europe Metal Unions Conference” was hosted by the Turkish Metal Trade Union on 03-06 May 2017 with the collaboration of Italian counterparts SindNova and FIM-CISL. The conference began with the presentation of Taliphan Kıymaz, Secretary General of the Turkish Metal Trade Union. The opening speeches of the conference were delivered by Secretary General of the FIM Marco Bentivogli, Deputy Secretary General of the Industriall European Trade Union Luis Colunga, and Senior Consultant of the ETUC Patrick Itschert.

As one of the speakers, Prof. Dr. Zeki Erdut, Jean Monnet Chair and Head of Department of the EU, delivered an  introductory presentation about the Mediterranean economic-productive context, the competition and mobility of business and workers, the role of the multinationals, the technological and organizational changes in production and labor. Prof. Erdut was accompanied by Ercüment Işık, Board Chairman of the Association of Social Policy and Development, and Philippe Portier, Secretary General of the FGMM/CFDT during the session.

 

SEMINAR ON INTELLECTUAL AND INDUSTRIAL PROPERTY RIGHTS

The Jean Monnet Chair in European Social Policy, carried out by the Department of European Union at Graduate School of Social Sciences within the framework of the Erasmus+ Program of the European Commission, organized the seminar entitled “Procedure for Investigation of Crimes on Intellectual and Industrial Property Rights” on 28 April 2017.

The conference was held at Dokuz Eylul University European Documentation Centre with the attendance of Izmir Public Prosecutor Ali Osman KAYNAK as the speaker. The conference began with the opening speeches delivered by Prof. Dr. Zeki ERDUT, Jean Monnet Chair and Head of Department of the EU, and Prof. Dr. Banu DURUKAN SALI, Director of the Graduate School of Social Sciences.

At the beginning of his speech, Prosecutor KAYNAK briefly talked about the scope of intellectual and industrial property rights. Following this introduction, he informed the audience about the current legal legislation on property rights, and the investigation procedure in case of a crime against these rights. The seminar continued with the interactive session in which Prosecutor KAYNAK answered the questions of the participants.

CONFERENCE ON CYPRUS NEGOTIATIONS

The Jean Monnet Chair in European Social Policy, carried out by the Department of European Union at Graduate School of Social Sciences within the framework of the Erasmus+ Program of the European Commission, organized the conference entitled “Which Solution on Cyprus? Recent Developments on Negotiations” on 21 April 2017. The conference was held at Dokuz Eylul University European Documentation Centre with the attendance of H.E. Ambassador Burak Ozugergin as the speaker.

The conference began with the opening speeches delivered by Prof. Dr. Zeki Erdut, Jean Monnet Chair and Head of Department of the EU, and Vice Rector Prof. Dr. Ayse Okur. At the beginning of his speech, H.E. Ambassador Ozugergin presented the Turkish policy towards the Cyprus issue, and positions of the other parties with a historical perspective. Then, Ambassador Ozugergin gave brief information on the recent developments on negotiations that have been carried out under the “Good Offices Mission” of the United Nations Secretary-General.

At the end of the interactive session with questions and comments, Vice Rector Prof. Dr. Ayse Okur presented a document of appreciation to Ambassador Ozugergin.

WORKSHOP ON “ENTREPRENEURSHIP AND YOUTH EMPLOYMENT IN THE EUROPEAN UNION AND TURKEY”

The workshop, entitled Entrepreneurship and Youth Employment in the European Union and Turkey was held on April 14, 2017 at Pamukkale University in Denizli.

The workshop was organized by the Jean Monnet Chair in European Social Policy carried out by the Department of European Union at the Graduate School of Social Sciences – Dokuz Eylul University and the Center for Research and Implementation for Occupational Health in cooperation with the Department of Labor Economics and Industrial Relations at the Faculty of Economics and Administrative Sciences (FEAS)- Pamukkale University.

The workshop brought researchers and students together from different disciplines such as European Studies, Labor Economics and Industrial Relations and Management Information Systems. In addition to being interdisciplinary, the workshop was also an important millieu for establishing a network of academic co-operation among academics, researchers and students from different universities.

Assoc. Prof. Dr. Hülya KABAKÇI KARADENİZ from Honaz Vocational School, Assoc. Prof. Dr. Çağla ÜNLÜTÜRK ULUTAŞ from the Department of Labor Economics and Industrial Relations of Pamukkale University participated the workshop. Besides, Assist. Prof. Dr. Sühal ŞEMŞİT, Coordinator of International Relations Office and faculty member of the Department of Political Science and International Relations of Manisa Celal Bayar University and Assist. Prof. Dr. Sedef EYLEMER, Vice-Dean of the the Faculty of Economics and Administrative Sciences and faculty member of the Department of International Relations of Izmir Katip Çelebi University participated the workshop. Prof. Dr. Tijen ERDUT from the Department of Labor Economics and Industrial Relations and Assist. Prof. Dr. İlkay TAŞ GÜRSOY from RMF Faculty of Tourism of Dokuz Eylul University participated the workshop. With the contribution of academics from different universities and from different fields of study, the geographical and institutional influence of the workshop was enriched.

The workshop started with the opening speech by Prof. Dr. Zeki ERDUT, Jean Monnet Chair and Head of the Department of European Union. Prof. Dr. ERDUT gave information about Erasmus+ and Jean Monnet Programme and shared his experiences regarding Jean Monnet Projects.

Prof. Dr. Oğuz KARADENİZ, Head of the Department of Labor Economics and Industrial Relations at the Faculty of Economics and Administrative Sciences – Pamukkale University, explained the conceptual framework about entrepreneurship and shared examples of  entrepreneurship. After emphasizing the relationship between entrepreneurship and employee productivity, Prof. Dr. KARADENIZ underlined that that labor turnover rate decreases as the productivity increases.

Assist. Prof. Dr. İbrahim AKSEL from Department of Management Information Systems Faculty of Economics and Administrative Sciences, Pamukkale University discussed the concepts of employability and youth employment and explained how entrepreneurship priorities can be reconciled with the goal of increasing youth employment, the presentation was enriched with examples.

The workshop ended with a question-answer and discussion session.  We thank to the academic staff and students of the  Pamukkale University for the warm welcome and fruitful discussions.
