THE GRADUATE STUDENTS WORKSHOP ON “EUROPEAN INTEGRATION IN TIMES OF CRISES: MIGRATION AND BREXIT”

A workshop titled  “European Integration in Times of Crises: Migration and Brexit” was held with the participation of graduate students on 9 May, 2018/ Europe Day, between 10:30 and 15:30 as the part of a series of activities to be carried out by the Jean Monnet Excellence Center. The workshop was held within the framework of “ANAMER Project” carried out by The Department of European Union at Graduate School of Social Sciences as a regional coordinator.Opening speech was delivered by Professor Zeki Erdut, the head of the Department of EU Studies, Jean Monnet Chair in European Social Policy. Erdut underlined the importance of Europe Day and thanked the participants and other who were involved in organizing process of the workshop.

In the first session of workshop, Research Assistant from International Relations Department at Dokuz Eylül University’s Business Faculty, Dr. Sevgi Çilingir  made presentation entitled “European Union and Migration”. Ms. Çilingir emphasized on subjects such as European Union immigration policies, immigration opposition in political party discourses and its effect on Brexit process, the approaches of the EU member states on immigration.

In the second session of workshop, from International Relations Department at Dokuz Eylül University’s Business Faculty, Seray Kılıç made a presentation entitled “Brexit and European Security”. Kılıç touched down the primary negotiation issues between the United Kingdom (UK) and the European Union (EU), focusing on the dynamics that drive the post-Brexit process. Taking into account that security is not a top priority in negotiations, Kilic also mentioned how security can be positioned in the new relationship model between the EU and UK.

The workshop was enriched by the discussion part that the participants actively contributed after each sessions. After the discussion parts, documents of appreciation presented to speakers and participiants.

CONFERENCE ON THE PROTECTION OF PERSONAL DATA AND CRIMINAL INVASION OF PRIVACY IN THE CONTEXT OF TURKEY’S COMPLIANCE WITH THE EU ACQUIS

“The Conference on the Protection of Personal Data and Criminal Invasion of Privacy in the Context of Turkey’s Compliance with the EU Acquis” was hosted by Faculty of Medicine at Dokuz Eylül University on  16 May 2018, with collaboration of Jean Monnet Centre of Excellence, Graduate Department of EU Studies at Dokuz Eylül University and İzmir Bar Association.

Opening speeches were respectively delivered by Professor Zeki Erdut, the head of the Department of EU Studies, Jean Monnet Chair in European Social Policy and Aydın Özcan, the Chairperson of İzmir Bar Association. Professor Erdut and Lawyer Özcan thanked the officials that hosted the event, the participants, others who were involved in organizing process of the conference and underlined the importance of the protection of personal data and privacy in the field of health care.

As a moderator and lecturer of Public Health Department at Faculty of Medicine, Professor Alp Ergör emphasized the importance of conference topic and introduced Nagihan Türkel, a member of the İzmir Bar Association and Dr. Halil Güner, a criminal court judge to the participants. Lawyer Türkel emphasized the conceptual framework of privacy and the importance of protection of it. Türkel also evaluated European Convention on Human Rights, European Union’s and Turkey’s regulations regarding protection of pirvacy in her speech entitled “ Criminal Invansion Privacy”.

Nagihan Türkel’s speech was followed by that of Dr. Halil Güner, a criminal court judge. Dr. Güner, highlighted the importance of personal data protection. Additionally, Güner, presented different approaches of EU and Turkey on personal data protection and evaluated Turkey’s regulations in the field of public health. He emphasized the need for various regulations in Turkey with respect to personal data protection in health care field.

Following the conference presentations, the question-answer session was held. At the end of the conference, Professor Erdut, The Dean of Medicine Faculty, Professor Oğuz Dicle and  The Vice-Dean of Medicine Faculty, Professor Yeşim TUNÇOK presented  documents of appreciation to Professor Ergör, Dr. Güner and Türkel.

JEAN MONNET LECTURE ON “INTRA-EU LABOUR MOBİLİTY”

The Department of European Union at Graduate School of Social Sciences hosted the Jean Monnet Lecture entitled “Intra-EU Labour Mobility” on 15 March 2018 with the participation of Prof. Dr. Angelo Santagostino, the Member of Ankara Yıldırım Beyazıt University Faculty of Political Science and Coordinator of the Heart of Anatolia European Centre of Excellence (ANAMER). The lecture was held within the framework of “ANAMER Project” carried out by The Department of European Union at Graduate School of Social Sciences as a regional coordinator.

At the beginning of the event, Professor Angelo introduced “ANAMER Project” as an academic partnership project that brings together seven universities in order to cooperate researching, publishing and lecturing activities. Professor Angelo also made a brief statement with regard to the project partners. Accordingly, the Project is carried out within the collaboration of Ankara Yıldırım Beyazıt University as the central coordinator, Dokuz Eylul University as the partner and Department of European Union at DEU Graduate School of Social Sciences as the regional coordinator. Other partner institutions are Çankırı Karatekin University, Social Sciences University of Ankara, Eskişehir Osmangazi University, Konya Necmettin Erbakan University, and Manisa Celal Bayar University.

Professor Angelo presented the free circulation of people in the EU within the scope of liberal principles.He made an assesment regarding the effects of immigration on EU’s economy and shared related statistics with the participants. The impact of economic and financial crisis on migration flows and the EU’s economic position were other important topics that Professor Angelo evaluated with respect to Intra-EU Labour Mobility.

Following the presentation, the question-answer session was held and at the end of the Jean Monnet Lecture, Assist. Prof. Dr. İlkay Taş Gürsoy, the Co-head of the Department of EU Studies presented the document of appreciation to Professor Angelo.

CONFERENCE ON THE PROTECTION OF INTELLECTUAL AND INDUSTRIAL PROPERTY RIGHTS AND THE CRIMINAL DIMENSION OF INTELLECTUAL AND INDUSTRIAL PROPERTY RIGHTS IN THE CONTEXT OF TURKEY’S COMPLIANCE WITH THE EU ACQUIS

“Conference on the Protection of Intellectual and Industrial Property Rights and the Criminal Dimension of Intellectual and Industrial Property Rights in the Context of Turkey’s Compliance with the EU Acquis” was organized in collaboration with Jean Monnet Centre of Excellence, Graduate Department of EU Studies at Dokuz Eylül University and İzmir Bar Association on February 23, 2018. The opening speech was delivered by Lawyer Aydın Özcan, the Chairperson of İzmir Bar Association. He evaluated developments in Turkey regarding the intellectual and industrial property rights and pointed to the lack of legal implementations in this field.

After Professor Erdut’s speech, The Judge of Intellectual and Industrial Property Rights Court, İlhami Güneş, emphasized topics like Turkish Law on Industrial Property Rights, provisions and innovations related to trademarks, designs, patents, utility models. He also evaluated some cases and legal precedents in Turkey with respect to mentioned headings.

At the second part of the conference, Lawyer Nevhan Akyıldız, a member of the İzmir Bar Association, presented a general framework evaluating Turkey’s legal framework on intellectual and industrial property rights within the context of compliance with the EU Acquis. He also made an assessment about the criminal dimension of intellectual and industrial property rights by exemplifying some cases in Turkey.  Following the conference presentations, the question-answer session was held. Afterwards, the Vice-Chairperson of İzmir Bar Association, Lawyer Mustafa Çetin presented documents of appreciation to Prof. Dr. Erdut, İlhami Güneş and Nevhan Akyıldız.

After Professor Erdut’s opening speech, Aydın Özcan, the Chairperson of İzmir Bar Association, welcomed the participants and pointed to some problems regarding protection of personal data and invasion of privacy and some recent developments on these topics.

Mustafa Çetin, the Vice Chairperson of İzmir Bar Association and a moderator of the conference spoke about some latest regulations in relation to the conference’s topic. Mustafa Çetin’s speech was followed by that of Nagihan Türkel, a member of the İzmir Bar Association, who discussed issues like the concept of private life, elements of private life eavesdropping, covert surveillance and introduced some cases and legal precedents. Türkel also emphasized the importance of data protection and the right to privacy in democratic states and made a comparison of the differences between European Convention on Human Rights and Turkey’s Criminal Code in addressing the data protection.

At the second part of the conference, Dr. Halil Güner, a criminal court judge, presented a general framework evaluating Turkey’s constitution within the context of personal data protection. Güner stressed that the widespread use of information and communication technologies paved the way for collection, storage, processing and distribution of personal data. He also gave some examples of violations of privacy and explained the differences of legal interpretation between the EU and Turkey regarding personal data protection.

Following the conference presentations, the question-answer session was held. At the end of the conference, Prof. Dr. Erdut and the chairman of Bar Association- Lawyer Özcan presented documents of appreciation to Ms.Türkel and Dr. Güner.

DISCUSSION WITH THE HEAD OF EU DELEGATION TO TURKEY ON SYRIAN REFUGEE CRISIS

Dokuz Eylul University (DEU) hosted the meeting entitled “European Union-Turkey Relations: Syrian Refugee Crisis” on 18 December 2017 with the participation of Ambassador Christian BERGER, the Head of EU Delegation to Turkey. The meeting was organized within the collaboration of EU Delegation to Turkey, Rectorate of DEU and the Department of European Union at Graduate School of Social Sciences.

Opening speech of the meeting was delivered by Prof. Dr. Zeki ERDUT, Jean Monnet Chair and Head of the Department. In his speech, Prof. Dr. ERDUT referred to the refugee crisis as one of the most important subjects on the agenda of EU-Turkey relations, and also addressed the research conducted under the Department of EU in the field of migration. Afterwards, DEU Rector Professor. Dr. Erdal CELIK made a speech stating that this meeting was an important step not only to strengthen relations between European Union and Turkey but also to foster the cooperation between diplomacy and academy.

Ambassador BERGER started his speech stating that partnership in the field of education, in particular inter-university exchange programmes, was one of the most important and functional area of EU-Turkey relations, and he emphasized the number of Turkish students participating in mobility within the scope of Erasmus+ program as an indicator of this cooperation. In his speech, Ambassador BERGER talked about the cooperation between Turkey and the EU in the context of the refugee crisis, and stated that the activities under this cooperation targeted not only the Syrian refugees in Turkey but also Turkish people who hosted them since 2011. Ambassador BERGER also addressed the partnership between Turkey and the EU for a political solution to the Syrian civil war, specifically emphasizing the need to consider all dimensions and root causes of the war.

The second part of the meeting was conducted in an interactive environment with the participation of graduate students of the Department of EU, academics from Dokuz Eylul University, Izmir Katip Celebi University and Manisa Celal Bayar University, and officials from various institutions in Izmir. In this session, the participants asked questions and received information from Ambassador BERGER about the current state of EU-Turkey relations and the new dynamics created by the refugee crisis in Turkey and in EU member countries.

CONFERENCE ON “THE IMPACT OF CATALONIA CRISIS on EU INTEGRATION”

The conference entitled “The Impact of Catalonia Crisis on EU Integration” was delivered by Prof. Dr. Angelo Santagostino, Member of Ankara Yıldırım Beyazıt University Faculty of Political Science and Coordinator of the Heart of Anatolia European Centre of Excellence on 23 November 2011 at the Conference Hall of DEU Graduate School of Social Sciences. The conference, which is supported by the Jean Monnet Programme under the European Union Erasmus+ Programme, was a collaborative event of Ankara Yıldırım Beyazıt University as the coordinator, Dokuz Eylul University as the partner and Department of European Union at DEU Graduate School of Social Sciences as the local coordinator.

The conference started with the opening speech of Assist, Prof. Dr. Nalan KAHVECI, Deputy Director of DEU Graduate School of Social Sciences. Then, Prof. Dr. Zeki ERDUT, Jean Monnet Chair and Head of the Department of European Union, made a speech on the Catalonia Crisis and presented Prof. Dr. SANTAGOSTINO for delivering his presentation.

Professor Dr. SANTAGOSTINO started his presentation by giving information about the relevant provisions of the Spanish Constitution emphasizing the legal dimension of the crisis. He then analysed the crisis with reference to the norms and principles of international law such as self-determination, territorial integrity and sovereignty. In the second part of the presentation, Prof. Dr. SANTAGOSTINO spoke about the attitude of the European Union vis-a-vis the crisis and emphasized its cautious approach that respects the territorial integrity of Spain and invites both sides to dialogue.

After the presentation, Assoc. Prof. Dr. Burcak Muge VURAL presented the book entitled “The Single European Market and Trade Policy”, which is prepared within the scope of the Project. At the end of the conference, Prof. Dr. ERDUT presented an appreciation document to Prof. Dr. SANTAGOSTINO.
